Creates the Drycleaner Environmental Response Trust Fund Task Force to study resource challenges and funding issues facing the Trust Fund, which has a projected $14 million deficit by its January 1, 2020 sunset date.

Task Force composed of 15 members including legislators, Governor-appointed industry representatives, and the Director of the Illinois Environmental Protection Agency; must hold at least 3 public meetings and submit findings and recommendations by December 31, 2014.

Requires insurers to provide a grace period of at least 30 days for owners or operators to pay past-due insurance premiums before terminating coverage under the program.

Requires written notice of coverage termination that includes instructions for reinstatement and information about any outstanding premiums or penalties owed.

Amends Section 45 of the Drycleaner Environmental Response Trust Fund Act regarding insurance coverage terms, premiums, deductibles, and obligations that survive future repeal of the section.
