IL HB3351

Amends the Consumer Fraud and Deceptive Business Practices Act by adding Section 2QQQ governing magazine and periodical subscription sales.

Makes it unlawful for non-publishers to sell magazine or periodical subscriptions at a price higher than the subscription price set by the actual publisher, whether in-person or by electronic communication.

Makes it unlawful for non-publishers to include undisclosed supplemental cancellation fees in subscription contracts that consumers must pay if they cancel before the subscription expiration date.

Requires non-publishers to disclose any cancellation fees to consumers before establishing a contractual relationship for the subscription.
