Establishes the Precious Metal Purchasers Task Force to study systems and technologies for providing law enforcement timely access to information about precious metals and jewelry sales by pawnbrokers, auction services, consignment sellers, and resellers.

Task force consists of 16 members including two state senators, two state representatives, Attorney General, Secretary of State, Director of State Police, representatives from pawnbrokers, consignment shops, insurance industry, retailers, numismatic shops, and general public.

Governor appoints the task force chairperson and selects most members after nominations or recommendations from relevant state agencies and industry organizations.

Task force must file a report with the General Assembly by December 31, 2013 recommending statewide systems, technologies, funding mechanisms, and proposed legislation for collecting and providing law enforcement access to precious metals sales information.

Task force is repealed on December 31, 2014; members serve without compensation but may be reimbursed for reasonable expenses from the Pawnbroker Regulation Fund.
