HB3360 - University Student Fee Act

• Establishes mandatory student fees at Illinois public universities for all enrolled students in college credit programs, with exemptions for those exempt or whose fees are waived.

• Sets resident undergraduate tuition at $103.32 per credit hour beginning July 1, 2014, with annual increases starting fiscal year 2016 equal to the Consumer Price Index inflation rate (or no increase if negative).

• Caps activity, service, and athletic fees at 40% of tuition with maximum 5% annual increases, except athletic fees for NCAA division changes may exceed caps up to $2 per credit hour.

• Authorizes universities to establish a tuition differential for undergraduate courses with Board approval, requiring 70% of revenue for undergraduate education improvements and 30% for need-based financial aid to students.

• Allows universities to assess additional specified fees including application fees ($30 max), orientation ($35 max), technology fees (5% of tuition), and distance learning course fees limited to actual additional costs.
