Amends the Downstate Teacher Article of the Illinois Pension Code (40 ILCS 5/16-127) to prohibit granting optional service credit after the effective date of this amendatory Act.

Eliminates the ability for teachers to purchase optional service credit for prior teaching service, similar/equivalent service in other public schools, military service, General Assembly service, leaves of absence, accumulated sick leave, and other specified periods of service.

Allows only optional service credit purchases that were already in progress with satisfactory evidence supplied and all contributions paid before the Act's effective date.

Preserves regular service credit for all teacher service from the date membership begins for which satisfactory evidence is supplied and contributions have been paid.

Takes effect immediately upon becoming law.
