Increases the Downstate Police Pension Fund board of trustees from 5 to 7 members by adding 2 appointees selected by the mayor or board president, with appointments to be made within 60 days of the act's effective date.

Increases the Downstate Firefighters' Pension Fund board of trustees from 5 to 7 members by adding 2 appointees selected by the mayor or board president, with appointments to be made within 60 days of the act's effective date.

For police pension boards, establishes that the 4 mayor-appointed members include the 2 newly added members, while maintaining 2 elected members from active participants and 1 elected member from beneficiaries.

For firefighters' pension boards, maintains the existing structure of 2 mayor-appointed members and 3 elected members (2 from active firefighters, 1 from retired firefighters), with the 2 new appointees added on top of these positions.

Takes effect immediately upon becoming law.
