HB3378 - Dual Enrollment and Dual Credit Act

• School boards and community college boards of trustees must establish dual enrollment programs allowing potential or recent high school dropouts to simultaneously attend high school and community college while earning credits toward both a high school diploma and a community college credential, certificate, or degree.

• Students enrolled in the program are ineligible for interscholastic athletics and extracurricular activities at their home school district, but community college tuition and course costs cannot be charged to students or their families.

• Dually enrolled students count toward their home school district's average daily attendance, and grades and college credits earned must appear on both high school and college transcripts, with community college courses transferable to other institutions.

• The Department of Employment Security must assist program graduates in securing employment upon request from the student, school, or community college.

• The State Board of Education establishes program criteria and makes payments to home high schools, while community colleges bill home school districts for services at a rate determined by the State Board; all state funding ceases upon student high school graduation.
