Amends the Illinois National Guard and Naval Militia grant program to provide tuition and fee exemptions for members of the Illinois National Guard or Naval Militia enrolled at state-controlled universities or community colleges.

Eligibility requires at least one year of service in the Illinois National Guard or Naval Militia, and grants cover up to 4 years of full-time enrollment including summer terms.

Beginning with the 2013-2014 academic year, members with over 10 years of service receive an additional grant covering up to 2 more years of full-time enrollment.

Grant recipients who cease military membership retain eligibility for one additional year if they have served at least 5 years with a cumulative 6 months of active duty, unless they have already received 4 years of exemption.

Recipients who fail to complete military service obligations must repay the grant amount prorated by the portion of service not completed, with repayments deposited into the National Guard and Naval Militia Grant Fund.
