Appropriates $71,000,000 from the General Revenue Fund to the Department on Aging to provide an additional $1.70 per hour to vendors of homemaker, chore, and housekeeping services in the Community Care Program.

Requires vendors receiving the $1.70 per hour increase to pass through at least $1.00 per hour in wage increases to their employees who provide homemaker, chore, and housekeeping services.

Appropriates $6,100,000 from the General Revenue Fund to the Department of Human Services for the same purpose in the Home Services Program, with identical $1.70 per hour vendor funding and $1.00 per hour employee wage increase requirements.

Act takes effect July 1, 2013.
