Appropriates $194,482,700 total to the Board of Trustees of Southern Illinois University for fiscal year ending June 30, 2014, consisting of $194,455,700 from General Funds and $27,000 from Other State Funds.

Allocates $193,255,700 from the Education Assistance Fund for ordinary and contingent expenses, including $181,570,200 for personal services and salaries, $2,309,400 for Social Security and Medicare, $3,060,000 for group insurance, and $5,368,800 for contractual services.

Provides $1,200,000 from the Education Assistance Fund for all costs associated with the SimmonsCooper Cancer Center.

Appropriates $27,000 from the State College and University Trust Fund for scholarship grant awards in accordance with Public Act 91-0083.

Takes effect July 1, 2013.
