Funds multiple department offices and programs including Finance and Administration, Health Promotion, Health Protection, Health Care Regulation, Women's Health, Public Health Laboratories, and Office of Preparedness and Response

Allocates significant funding for AIDS/HIV programs ($56,000,000), bioterrorism preparedness ($70,000,000), trauma centers ($7,000,000), and various health screening and prevention initiatives

Provides funding for grants and services including maternal and child health programs ($17,300,000), lead poisoning prevention ($2,897,100), cancer research and screening, immunizations, and local health department grants ($17,098,500)

Takes effect July 1, 2013 and establishes spending across numerous dedicated funds including Tobacco Settlement Recovery Fund, Public Health Services Fund, and specialized program funds
