Appropriates $383,568,800 total to the Illinois Department of State Police for fiscal year beginning July 1, 2013, consisting of $251,210,300 from General Funds, $112,358,500 from Other State Funds, and $20,000,000 from Federal Funds

Allocates funding across five main divisions: Administration ($9.3M), Information Services Bureau ($8.8M), Division of Operations ($210.1M), Division of Forensic Services and Identification ($59.6M), and Division of Internal Investigation ($2.7M)

Appropriates funds from specialized sources including State Asset Forfeiture Fund ($4.5M), Federal Asset Forfeiture Fund ($2.5M), Money Laundering Asset Recovery Fund ($2M), and various program-specific funds for activities like fingerprinting, DUI prevention, and sex offender registration

Authorizes additional appropriations for specialized programs including Firearm Owner's Identification Card Program ($1M), Nursing Home Identified Offender Program ($740K), and over-dimensional load police escorts ($125K)
