Appropriates $1,839,629,600 to the Department of Commerce and Economic Opportunity for fiscal year beginning July 1, 2013, consisting of $34,323,300 in General Funds, $436,616,900 in Other State Funds, and $1,368,689,400 in Federal Funds

Funds general administration operations, tourism promotion and development, workforce training programs, and community development initiatives across multiple departmental offices

Allocates $275,000,000 for Workforce Investment Act and workforce training programs, $550,000,000 for Community Development grants and programs, and $330,000,000 for Low Income Home Energy Assistance

Provides funding for energy assistance programs ($150,000,000 for supplemental low-income energy assistance, $125,000,000 for energy efficiency programs), small business development, and entrepreneurship initiatives

Takes effect July 1, 2013
