Appropriates $993,963,700 total for Illinois Department of Revenue ordinary and contingent expenses for fiscal year beginning July 1, 2013, comprised of $115,131,000 in General Funds, $878,582,700 in Other State Funds, and $250,000 in Federal Funds.

Allocates $186,000,000 from State Gaming Fund to General Revenue Fund for paying liabilities incurred before June 30, 2013.

Appropriates $50,000,000 from Illinois Affordable Housing Trust Fund for grants and mortgages for affordable housing projects administered by Illinois Housing Development Authority.

Provides funding for tax administration, motor fuel tax enforcement, liquor control commission operations, and various local government distributions including allocations to counties, municipalities, and the RTA.

Takes effect July 1, 2013.
