Establishes state policy to collaboratively work with Illinois utility companies to improve supplier diversity in a non-antagonistic manner.

Requires the Illinois Public Utilities Commission to mandate annual reports from all gas, electric, and water companies with at least 100,000 customers, submitted by April 15 starting in 2015, detailing procurement goals and spending for female-owned, minority-owned, veteran-owned, and small business enterprises.

Companies must report goals and actual spending as percentages of total work performed, and include plans to increase participation, targeted procurement areas, vendor recruitment strategies, and success stories.

Requires the Commission to hold annual public workshops starting in 2015 to address structural barriers to achieving supplier diversity goals, and to publish a searchable database of company contacts and recognized certifications on its website.

Reports must include state-specific data when possible, and companies must explain their rules, regulations, and definitions used for procurement goals.
