Amends the Metropolitan Transit Authority Act to expand definitions of "municipal government" and "unit of local government" to refer to Article VII of the Illinois Constitution, clarifying the scope of restrictions on board members.

Prohibits Chicago Transit Authority board members from holding any office or employment under federal, state, county, municipal, or other local government entities, except honorary offices or National Guard positions.

Prohibits Chicago Transit Authority employees from holding other government employment except positions compensated at $15,000 annually or less, or National Guard and military reserve positions.

Expands conflict-of-interest restrictions in the Regional Transportation Authority Act to include all units of local government, not just municipalities and counties, in provisions prohibiting directors from serving in other government positions.

Applies similar employment conflict restrictions to Commuter Rail Board directors, preventing them from holding positions with transportation agencies, state government, or any unit of local government.
