Amends Section 9 of the Medical Practice Act of 1987 regarding physician license applications

Adds requirement for applicants to complete credential verification through the Federation Credentials Verification Service and submit verification to the Department

Maintains existing requirements for applicants to demonstrate good moral character, proper education, and physical/mental/professional capacity to practice medicine

Requires applicants inactive for 2 years (or 5 years for temporary licenses) to submit proof of professional capacity; professional capacity may be demonstrated through medical research, specialized training, publications, or public health service

Establishes 3-year deadline for completing the application process, after which applications expire and applicants must reapply under current requirements
