Establishes reimbursement program for custodians of qualifying pupils who incur transportation expenses to and from school.

Defines "qualifying pupil" as Illinois residents under age 21 enrolled full-time in grades K-12 at schools 1.5 miles or more from their residence, or students within 1.5 miles attending public schools in Article 34 districts who must use designated safe passage routes.

Sets reimbursement limits at $50 per pupil for 1985-1986 school year and $100 per pupil for 1986-1987 school year; subsequent years capped at prior year's state reimbursement rate for Section 29-3 transportation.

Requires custodians to apply for reimbursement by June 30 annually with documentation of eligibility and expenses; for students using safe passage routes, regional superintendents must submit safety hazard determinations to Department of Transportation by February 15.

Mandates school administrators notify custodians of qualifying pupils about available reimbursements by the first Monday in November of each school year.
