Adds definition of "severance agreement" to the Freedom of Information Act as a mutual agreement between a public body and its employee for the employee's resignation in exchange for payment.

Prohibits severance agreements funded by public moneys or that release claims against a public body from requiring confidentiality conditions on allegations, evidence, settlement amounts, or related information, except for trade secrets or proprietary information exempt under Section 7.

Clarifies that all settlement agreements entered into by public bodies are public records subject to inspection and copying, with information exempt under Section 7 able to be redacted.

Exempts severance agreements signed before the effective date of this amendment from the new confidentiality restrictions.
