IL HB3686

Adds Section 2RRR to the Consumer Fraud and Deceptive Business Practices Act to regulate content removal for minors on internet platforms directed at minors or where minors are known users.

Requires internet operators to either permit registered minor users to directly remove their posted content or provide notice and clear instructions allowing minors to request removal of content they posted.

Mandates that removal notices include a disclaimer that removal does not guarantee complete or comprehensive deletion of the posted content or information.

Provides exceptions where operators are not required to remove content if federal or state law requires retention, if a third party posted the content, if the operator anonymizes or hides the content, if the minor fails to follow removal instructions, or if the minor received compensation for the content.

Does not restrict law enforcement access to content through legal authorization or court order and does not require operators to collect age information from users.
