HB3698 Summary

• Department of Human Services shall establish reimbursement rates that build toward livable wages for direct service personnel in residential and day programs serving individuals with developmental disabilities, including intermediate care facilities, community integrated living arrangements, and developmental training programs funded by State or Title XIX federal funds.

• Starting wage for direct service personnel must reach $13 per hour by July 1, 2016, with phased increases: $1 per hour by July 1, 2014; additional $1 per hour by January 1, 2015; additional $1 per hour by July 1, 2015; and additional $0.65 per hour by January 1, 2016.

• Direct service personnel defined as direct care staff, front-line supervisors, qualified support professionals, nurses, and non-administrative support staff working in specified service settings.

• Illinois Public Aid Code amended to apply same wage increase requirements to nursing facilities certified as Intermediate Care for the Developmentally Disabled Facilities or Long Term Care for Under Age 22 facilities.

• Act takes effect upon becoming law.
