IL HB3721

Amends the Boat Registration and Safety Act to define "ski flag" as a red or orange flag measuring at least 12 inches on each side, in square or rectangular shape, mounted and visible from every direction on a motorboat.

Requires motorboat operators to display a ski flag only when indicating a downed water skier and prohibits display at any other time.

Defines "water skier" to include all forms of water skiing and towing activities behind or alongside a motorboat, including barefoot skiing, tubing, wake boarding, and parasailing.

Exempts professional exhibitions, regattas, water skiing races or competitions, and other authorized marine events from the ski flag requirement.

Establishes violation of the ski flag requirement as a petty offense and directs the Department of Natural Resources to adopt implementing rules.
