Extends the reporting deadline for the Commission to End the Disparities Facing the African-American Community from December 31, 2013 to December 31, 2015.

Delays the repeal date of the Commission from July 1, 2014 to July 1, 2016.

Maintains the Commission's duties to research disparities in healthcare, employment, education, criminal justice, housing, and related social and economic issues affecting African-Americans.

Requires the Commission to hold public hearings and submit findings and recommendations to the General Assembly before dissolving.
