• Extends I-FLY Program grant periods from 2 years to 3 years for air carrier recruitment and retention at airports outside Cook County.

• Increases maximum annual State funding per airport from $1,000,000 to $1,500,000 under the I-FLY Program.

• Directs State Comptroller to transfer $1,500,000 from General Revenue Fund to I-FLY Fund as soon as practicable after July 1, 2014.

• Adds second transfer of $1,500,000 to I-FLY Fund on July 1, 2014 in the State Finance Act amendments.

• Effective July 1, 2014.
