Amends the Illinois Public Aid Code to increase the income threshold for child care assistance eligibility beginning in fiscal year 2015 from 185% to 200% of the federal poverty level for each family size.

Establishes that the Department must annually set income thresholds at the beginning of each fiscal year that determine which families qualify for child care assistance based on their relationship to federal poverty levels.

Allows the Department to lower income ceilings, raise co-payments, create waiting lists, or take other actions during the fiscal year as necessary to stay within appropriated amounts for child care benefits.

Authorizes the Department to contract with other state agencies or child care organizations for administration of child care services.

Requires families receiving assistance to have options including receiving a child care certificate or enrolling with providers that have purchase-of-service contracts with the Department.
