Elevates animal torture convictions from Class 3 felony to Class 2 felony, with mandatory psychological or psychiatric evaluation and treatment ordered by the court.

Requires mandatory psychological or psychiatric evaluation and treatment for juveniles and companion animal hoarders convicted of cruel treatment or aggravated cruelty.

Maintains existing exemptions for licensed veterinarians, hunting and fishing activities, and legitimate animal procedures while prohibiting non-veterinarians from euthanizing companion animals using carbon monoxide.
