• Amends the Covering ALL KIDS Health Insurance Act to add a new eligibility criterion requiring children to not have access to affordable employer-sponsored dependent health insurance coverage that is comparable to the Program's coverage.

• Defines affordability and comparability of employer-sponsored coverage through rules to be adopted by the administering agency, including consideration of income percentage needed to purchase coverage and employer subsidies.

• Requires health insurance entities to provide data matches to the Department of Healthcare and Family Services and allows the Department to impose administrative penalties on entities with a pattern of failure to provide required information.

• Preserves existing eligibility criteria including Illinois residency, ineligibility for other public assistance, specified circumstances regarding prior insurance coverage, and household income at or below 300% of the federal poverty level.

• Takes effect immediately upon becoming law.
