Amends the Illinois Act on the Aging by adding Section 4.15 to authorize the Department of Aging to determine eligibility for benefits administered by other governmental bodies under the Senior Citizens and Disabled Persons Property Tax Relief Act.

Grants the Department authority to make eligibility determinations for reduced vehicle registration fees through the Secretary of State and free or reduced public transportation services through transit districts for seniors and disabled individuals.

Empowers the Department to establish application procedures and promulgate rules regarding application cycles, processes, electronic applications, acceptable proof of eligibility, income limits, and other necessary administrative matters.

Requires all information received from applications or eligibility investigations to be kept confidential except for official purposes.

Prohibits any person from charging fees to claimants for assistance in completing benefit application forms.
