Secretary of State shall impose a $20 monthly parking fee for State employees using underground parking south of the William G. Stratton State Office Building and the parking ramp at 401 South College Street in Springfield.

Non-State employees requesting parking spaces may be charged a different fee to be set by the Secretary of State through administrative rule.

State employees subject to payroll withholding shall have parking fees deducted from paychecks; those not subject to payroll withholding must pay fees directly to the Secretary of State's office.

All parking fee revenue collected shall be deposited in the State Parking Facility Maintenance Fund for maintenance and repair of State-owned parking facilities.

Secretary of State may enter into lease agreements with public or private entities for parking spaces if such leasing does not adversely impact public services, with lease fees and terms established by rule.
