HB3909 Amendment Summary

• Adds Section 4c to the Fire Protection District Act requiring fire protection districts wholly or mostly within counties with 500,000+ residents to convert from appointed boards to elected boards when annual tax levies exceed $1 million

• Initial elected trustees are elected for staggered 2 and 4-year terms (1 of 3 trustees, 2 of 5 trustees, or 3 of 7 trustees serve 2-year terms); subsequent trustees serve 4-year terms

• Trustee nominations require a petition signed by at least 25 voters or 5% of district voters (whichever is less) with no party designations on the ballot

• Appointed trustees continue serving until the third Monday following the first election of elected trustees, with successor appointments if terms expire before the election

• Converted boards cannot revert to appointed status except under Section 4b, and the number of board members may only be changed under specified sections of the Fire Protection District Act
