Establishes criminal penalties for participation in methamphetamine manufacturing based on quantity produced, ranging from Class 1 felony for less than 15 grams to Class X felony with 15-60 year sentences for larger quantities.

Creates enhanced "aggravated participation" penalties with longer mandatory minimum sentences when manufacturing occurs in multi-unit dwellings, near children/elderly/disabled persons, near pregnant women, or within 1,000 feet of schools or places of worship.

Increases penalties when manufacturing involves firearms, explosives, booby traps, or dangerous animals protecting the location, or when it causes death, serious injury, or property damage to others.

Allows fines ranging from $100,000 to $400,000 or the street value of methamphetamine produced, whichever is greater, depending on quantity and circumstances.

Provides enhanced penalties for persons who knowingly organize, direct, or finance methamphetamine manufacturing operations.
