Renames the "Alternative Sentencing Job Training Act" to the "Neighborhood Restoration and Alternative Sentencing Job Training Act"

Expands eligible populations for transitional housing to include homeless individuals, mentally ill persons, and low-income families in communities with severe housing shortages

Authorizes county sheriffs, in addition to the Department of Corrections, to enter into joint contracts with local government and non-profit housing corporations to develop job training programs that rehabilitate houses

Allows county sheriffs to authorize persons serving county impact incarceration supervised release periods and participants in county jail-based outpatient or custodial treatment programs to participate in house rehabilitation job training

Maintains prohibition on violent crime offenders participating in the program
