HB4188 - Animal Abuse Registry

• Amends the Humane Care for Animals Act to establish a National Do Not Adopt Registry maintained by the Animal Legal Defense Fund containing names, dates of birth, physical descriptions, and offenses of convicted animal abusers.

• Requires judges to notify defendants convicted of animal abuse (ages 18+) that they must register with the National Do Not Adopt Registry within 10 days of conviction and annually for 10 years.

• Mandates animal shelters, pet stores, breeders, and individuals to search the registry before selling, transferring, delivering, or placing companion animals for adoption.

• Imposes penalties for failure to register: $100 fine for first offense, $500 for second offense, and $1,000 for third or subsequent offense as a business offense.

• Applies to convictions under Humane Care for Animals Act Sections 3.01, 3.02, 3.03, 4.01, and 6, and Criminal Code Sections 12-35 and 48-1.
