Expands bullying prohibition to include cyber-bullying through electronic communications, including email, instant messages, social media, and impersonation on websites.

Extends school jurisdiction over bullying occurring off-campus through non-school technology if it causes substantial disruption to the educational process or school operations.

Requires school districts and non-public schools to maintain bullying policies filed with the State Board of Education, updated every 2 years, and communicated annually to students and parents.

Mandates that school bullying policies include investigation procedures and require schools to provide victims with information about available counseling, support services, and community programs.

Prohibits bullying based on race, color, religion, sex, national origin, age, disability, sexual orientation, gender identity, military status, and other protected characteristics.
