IL HB4216

Amends the Local Records Act to criminalize knowingly altering, destroying, defacing, removing, or concealing public records with intent to defraud, establishing this as a Class 4 felony

Maintains existing procedures requiring Circuit Court clerks to notify the Supreme Court before destroying court records

Requires the Supreme Court to notify the appropriate Local Records Commission of intent to destroy records, allowing the Commission 90 days to photograph, microphotograph, digitize, or transfer records to State Archives

Authorizes the Archivist to accept official papers, drawings, maps, and records from counties, municipalities, and courts deemed to have historical or preservation value

Permits officers or clerks depositing records to obtain certified copies from the Archivist without charge when records are needed for public use
