Amends the Civil Administrative Code to allow out-of-state attorneys licensed in other states, territories, the District of Columbia, or foreign countries to appear before Illinois department hearing officers and administrative law judges, subject to Illinois Supreme Court Rule 707.

Modifies the Illinois Independent Tax Tribunal Act to permit out-of-state licensed attorneys to represent taxpayers before the Tax Tribunal for particular matters, consistent with Illinois Supreme Court Rule 707.

Amends the Public Utilities Act to allow attorneys licensed outside Illinois to appear before the Illinois Commerce Commission under the same conditions as other out-of-state attorneys, replacing reciprocity language with a reference to Illinois Supreme Court Rule 707.

Authorizes each state department to adopt rules through the Illinois Administrative Procedure Act to implement and administer the provisions allowing out-of-state attorney representation.
