• Creates new referendum requirement: any Commission reversal of a local school board's decision to deny, revoke, or not renew a charter must be approved by majority vote of school district electors at a regular election held at least 6 months after notice.

• Makes the Commission the authorized chartering entity when it reverses a board decision or when a charter is approved by referendum, with authority to approve charters and perform all functions otherwise handled by local school boards.
