Amends the Code of Criminal Procedure to expand factors courts must consider when determining bail amounts, including offense nature, use of violence, weapons possession, gang involvement, victim impact, and defendant's criminal history.

Requires courts to consider street value of seized drugs in drug-related offenses and whether bail funds come from illegal sources through source of bail hearings.

Mandates first-time offenders charged with non-violent offenses be released on own recognizance unless court finds cash bond necessary to secure appearance, with electronic monitoring as optional condition.

Adds specific bail considerations for violations of protection orders, including domestic violence history, risk of harm to victims, weapon access, substance abuse, and mental health factors.

Allows State's Attorney to request source of bail hearings before or after bail is posted to investigate legitimacy of bail funds and suitability of sureties.
