IL HB4266

Authorizes the Attorney General to establish a statewide crime victim and witness notification system to inform victims and witnesses of case developments via telephone, computer, or written notice.

Requires the Illinois Department of Corrections, Department of Juvenile Justice, Department of Human Services, and Prisoner Review Board to cooperate with the Attorney General and provide necessary information for system operation.

Allows state's attorneys, circuit court clerks, and local law enforcement to voluntarily participate in the system, with the Attorney General providing equipment, software, and training as needed.

Establishes a Crime Victim and Witness Notification Advisory Committee to consult on system design, rules, hardware/software procurement, and participation agreements, with annual reporting to the Attorney General and General Assembly by November 1.

Prohibits the Attorney General from releasing victim and witness names, addresses, phone numbers, or email addresses except to state/local officials using the system or to law enforcement and victim service agencies assisting with enrollment, and prevents the Prisoner Review Board from releasing victim registry information except to victims, law enforcement, or other victim notification systems.
