• Permits eligible TRS (Teachers' Retirement System) benefit recipients and dependent beneficiaries to elect not to participate in the Department of Central Management Services health benefits program during their annual open enrollment period.

• Allows benefit recipients and dependents who elected out to re-enroll upon a qualifying change in status (as defined in federal Internal Revenue Code) without evidence of insurability, no pre-existing condition limitations, provided coverage break does not exceed 63 days.

• Permits those who previously elected not to participate to re-enroll during any annual benefit choice period without evidence of insurability.

• Requires TRS benefit recipients who elect not to participate to receive written explanation of requirements and limitations for both the election and re-enrollment process.

• Makes technical correction changing "medicare" to "Medicare" in Section 6.5(d).
