Amends the Illinois Municipal Code Section 11-74.4-3.5 to establish completion dates for tax increment financing (TIF) redevelopment projects.

Adds the Village of Machesney Park to the list of municipalities eligible for a 35-year TIF project completion date, with an ordinance adopted on February 11, 1991.

Extends completion dates for specific municipalities including the City of Aurora, Village of Milan, City of West Frankfort, Village of Libertyville, and Village of Hoffman Estates.

Maintains existing completion date provisions for over 110 municipalities with specific ordinance adoption dates and project requirements.

Takes effect upon becoming law.
