Boat livery owners must require renters of motorboats with over 10 horsepower to provide proof of boating safety compliance before renting.

Acceptable proof of safety compliance includes a valid boating safety video certificate, completion of a boating safety course in Illinois or another state, or professional boating knowledge from employment.

Renters unable to provide proof of compliance must view a Department-approved boating safety video (maximum 20 minutes) and receive a certificate of completion from the livery.

Boat livery owners must record which safety requirement category the renter satisfies on the rental contract.

Violations of this requirement constitute a petty offense; the Department must adopt implementing rules and provide access to approved safety videos to licensed boat liveries.
