Amends the Board of Higher Education Act to require performance-based allocations to public universities beginning in Fiscal Year 2013.

Starting in Fiscal Year 2015, allocations based on performance metrics shall not be less than 1% of the overall higher education budget for public universities from the General Revenue Fund.

Performance metrics must focus on student success and degree/certificate completion, developed in consultation with public institutions and other stakeholders.

Metrics must recognize institutions serving at-risk students (first-generation, low-income, underrepresented populations) and account for differentiated missions across education sectors.

Act takes effect immediately upon becoming law.
