Amends Section 3-5 of the Illinois Public Aid Code regarding financial aid for aged, blind, or disabled persons.

Changes financial aid for persons ineligible for Supplemental Security Income (SSI) due to expiration of refugee/asylee eligibility period to equal 90% of the current maximum SSI payment amount per month.

Replaces the previous fixed limit of $500 per month with a formula tied to current maximum SSI payment amounts.

Applies specifically to refugees and asylees whose eligibility period has expired under 8 U.S.C. 1612(a)(2).
