Department of Transportation must notify the Division of Property Control and Division of Vehicles of the Department of Central Management Services when a vehicle is deemed for replacement, to determine if it can be reallocated to another state agency through inter-agency transfer.

If a vehicle is not reallocated within the state fleet, the Department must offer it for purchase to units of local government that have previously requested notification through a sealed bid sale.

Proceeds from the sale of vehicles to units of local government must be deposited in the Road Fund.

Expands the definition of "vehicle" to include passenger automobiles, light duty trucks, heavy duty trucks, and other self-propelled motorized equipment exceeding 25 horsepower and attachments.

Act takes effect upon becoming law.
