Amends the Early Intervention Services System Act to modify Section 12 regarding procedural safeguards for families receiving early intervention services.

Requires the lead agency to adopt procedural safeguards meeting federal requirements including timely resolution of complaints, due process hearings, and mediations.

Mandates assignment of a surrogate parent within 30 days when parents or guardians are unavailable or the child is a ward of the State, with the surrogate not being an employee of the providing agency.

Requires written prior notice to parents in their native language or preferred communication mode before any changes to identification, evaluation, placement, or provision of early intervention services.

Ensures eligible infants and toddlers continue receiving current early intervention services during any pending State complaint procedure, due process hearing, or mediation unless the State agency and parents agree otherwise.
