Increases the monthly personal needs allowance by $10 for State fiscal year 2015 for eligible individuals who are inpatients in ID/DD Community Care Act licensed facilities receiving medical assistance payments.

Requires the Department of Healthcare and Family Services to increase the personal needs allowance by at least the amount of any federal cost-of-living increase to Supplemental Security Income or Social Security benefits for State fiscal years 2016 and beyond.

Allows the Department to increase the personal needs allowance by more than the federal cost-of-living increase if deemed appropriate, but prohibits reducing the allowance below State fiscal year 2015 rates.

Extends the same $10 increase and cost-of-living adjustment provisions to eligible individuals residing in Community-Integrated Living Arrangements (CILA) facilities who are enrolled in the Illinois Home and Community Based Services Medicaid Waiver program for adults with developmental disabilities.

Takes effect immediately upon becoming law.
