Removes the fixed penalty range of $600-$5,000 per acre for surface mining bonds and instead allows the Director to determine bond amounts based on site-specific factors.

Requires bond amounts to be sufficient to cover the full cost of reclamation if the Department must perform the work following forfeiture.

Establishes minimum bond requirement of $600 per acre or $3,000 whichever is greater for the entire area under one permit.

Directs the Department to prescribe standards for bond determination that consider reclamation difficulty, topography, geology, hydrology, revegetation potential, and other relevant factors.

Confirms that bonding of state-permitted aggregate mining operations is an exclusive state power that cannot be imposed by home rule units.
