Extends the repeal date of Illinois Vehicle Code Section 11-212 from July 1, 2015 to July 1, 2019, maintaining the traffic stop statistical study requirement for law enforcement.

Requires state and local law enforcement officers to record demographic information (including officer's subjective determination of race), vehicle details, stop location, duration, reason for stop, and search/consent information for all traffic stops.

Mandates law enforcement agencies submit compiled traffic stop data to the Illinois Department of Transportation by March 1 (for July-December data) and August 1 (for January-June data) each year.

Requires IDOT to analyze the data and submit annual reports to the Governor, General Assembly, and Racial Profiling Prevention and Data Oversight Board by July 1, examining for statistically significant disparities in stops, citations, and searches by race.

Makes individual officer and driver identification information confidential and exempt from public inspection under the Freedom of Information Act, though agencies may conduct internal reviews.
