• Requires the Department to conduct data matches using applicants' names, dates of birth, addresses, and Social Security numbers against multiple databases including income tax information, Social Security Administration records, immigration status, employment data, and veterans' benefits.

• Establishes procedures for addressing discrepancies between applicant-provided information and database information, including a 10 business day response period for applicants to provide clarification or documentation.

• Exempts the vendor contract from the Illinois Procurement Code and requires the Department to adopt rules necessary to implement these provisions.

• Takes effect immediately upon becoming law.
